MIDWEST PROJECT UPDATE - October 2007 |
On the National Priorities List (NPL) since 1984, this site is located in the upper Midwest, adjacent to and including a major river. To satisfy USEPA Remedial Action Objectives (RAO) listed in the Record of Decision (ROD), PRS has aggressively proceeded with the design and document submittal phases addressing the primary remediation objectives. With the Consent Decree (CD) for the upper section of the river entered on May 12, 2004, the implementation of the ROD selected remedies may proceed.
The site source remediation, Upper River soft sediment and floodplain re-characterization and the subsequent Upper River Remedial Actions are phased. The design process for Phase I, addressing the plant site (or source) groundwater, the riverbank soils, the site source materials with significantly elevated PCB concentrations, was completed in 2004. In 2006, Phase II Sediment Removal in the Upper River began. Dredging in the Upper Sheboygan River started on July 7th, 2006 using a Horizontal Auger Dredge. The sediment removal objective is: to remove a minimum of 88% of the PCB mass in the Upper River to achieve a Surface Weighted Average Concentration (SWAC) of 0.5 ppm PCB |
